Prof. Jae Woon Lee, Assistant Professor, CUHK LAW

Biography of Speaker:

Dr. Jae Woon Lee is an Assistant Professor in the Faculty of Law at The Chinese University of Hong Kong. He has been working, teaching and researching in the field of aviation law and policy since 2004, and is a renowned aviation law expert. His main research and teaching interests are aviation law and competition law.
Prof. Lee has seven years of legal affairs experience in the airline industry, advising the company on issues relating to company liability, government regulation and competition law matters. He has acted as legal advisor to the Ministry of Foreign Affairs of the Republic of Korea on aviation law issues and regularly attended the International Civil Aviation Organization (ICAO) Legal Committee as a Korean delegate. He is a member of ICAO Secretariat Study Group on Legal Issues related to Pilotless Aircraft (SSGLIPA).
Prof. Lee has published on various aviation legal issues in both major air law journals and other leading journals of trade law, company law, competition law, and public international law, including Journal of International Economic Law, Journal of World Trade, European Business Organization Law Review, Journal of Antitrust Enforcement and Brooklyn Journal of International Law. He serves on the editorial board of the Annals of Air and Space Law. He has received funding from the General Research Fund (GRF), Research Grants Council for his research on state ownership of airlines (2022-2024).
Prof. Lee has served as a consultant/expert to government and international agencies, including the European Union Aviation Safety Agency, International Air Transport Association and the Hong Kong Competition Commission. He frequently presents at academic and aviation industry conferences and regularly comments in the media.

Event Details:

Hong Kong’s policy goal for the aviation sector is clearly defined in the Basic Law (Article 128) as being ‘a centre of international and regional aviation.’ In February 2019, the Central Government’s Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area (“GBA”) re-emphasized Hong Kong’s status as an international aviation hub. In February 2022, Beijing rolled out a series of specific measures to deepen the integration of the GBA by encouraging more cross-border development in selected sectors including aviation. With the overarching goal of ‘relaxing access restrictions in the aviation sector’, these measures include various efforts toward operational coordination as well as regulatory changes. In this seminar, Prof. Jae Woon LEE, CUHK LAW’s resident authority on aviation law, will introduce the new measures related to aviation and discuss upcoming aviation law issues in the GBA.
