Banks \u5408\u8457\uff09\uff0c&#39;Capital Income Taxes with Heterogeneous Discount Rates&#39;\uff08\u8207Johannes Spinnewijn \u5408\u8457\uff0c<em>American Economic Journal: Economic Policy<\/em>\uff09\uff0c\u300c\u7d2f\u9032\u7a05\u7684\u6848\u4f8b\uff1a\u5f9e\u57fa\u672c\u7814\u7a76\u5230\u653f\u7b56\u5efa\u8b70\u300d\uff08\u8207Emmanuel Saez \u5408\u8457\uff0c\u300a\u7d93\u6fdf\u5c55\u671b\u96dc\u8a8c\u300b\uff09\u548c\u300c\u5931\u696d\u3001\u8077\u4f4d\u7a7a\u7f3a\u53ca\u5de5\u8cc7\u7684\u7814\u7a76\u300d\uff08\u5728\u300a\u7f8e\u570b\u7d93\u6fdf\u8a55\u8ad6\u300b\u8afe\u8c9d\u723e\u6f14\u8b1b\u4e2d\u767c\u8868\uff09\u3002\u4ed6\u6700\u8fd1\u4ea6\u767c\u8868\u4e86\u984c\u70ba\u300a\u4e2d\u570b\u7684\u9000\u4f11\u91d1\u6539\u9769\uff1a\u554f\u984c\uff0c\u65b9\u6848\u548c\u5efa\u8b70\u300b\uff08\u8207\u5c3c\u53e4\u62c9\u65af\uff0e\u5df4\u723e\u5408\u8457\uff09\u7684\u5831\u544a\u3002\u6234\u8499\u5fb7\u6559\u6388\u7372\u63a8\u9078\u51fa\u4efb\u591a\u500b\u5b78\u8853\u7d44\u7e54\u7684\u4e3b\u5e2d\uff0c\u5305\u62ec\u7f8e\u570b\u7d93\u6fdf\u5b78\u6703\u3001\u7d93\u6fdf\u8a08\u91cf\u5b78\u6703\uff0c\u4ee5\u53ca\u7f8e\u570b\u570b\u5bb6\u793e\u6703\u4fdd\u96aa\u7814\u7a76\u9662\u3002\u4ed6\u4ea6\u662f\u4e09\u4f4d\u7372\u5f972010\u5e74\u7d00\u5ff5\u963f\u723e\u5f17\u96f7\u5fb7\uff0e\u8afe\u8c9d\u723e\uff0c\u745e\u5178\u570b\u5bb6\u9280\u884c\u7d93\u6fdf\u5b78\u734e\u5f97\u734e\u8005\u4e4b\u4e00\u3002&nbsp;<\/p><p>\t\u4e2d\u5927\u5c07\u7279\u5225\u5b89\u6392\u8b1b\u5ea7\u65bc\u672c\u6e2f\u591a\u6240\u5927\u5c08\u9662\u6821\u76f4\u64ad\uff1b\u672c\u6e2f\u4e2d\u5b78\u5e2b\u751f\u4ea6\u53ef\u900f\u904e\u9999\u6e2f\u6559\u80b2\u57ce\u9023\u7d50\u81f3\u8b1b\u5ea7\u7db2\u4e0a\u76f4\u64ad\u983b\u9053\u5373\u6642\u6536\u770b\u3002\u662f\u6b21\u8b1b\u5ea7\u66f4\u5c07\u65bc\u5167\u5730\u591a\u6240\u8457\u540d\u5b78\u5e9c\u76f4\u64ad\uff0c\u5982\u5fa9\u65e6\u5927\u5b78\u3001\u4e0a\u6d77\u4ea4\u901a\u5927\u5b78\u3001\u6d59\u6c5f\u5927\u5b78\u3001\u5357\u4eac\u5927\u5b78\u53ca\u4e2d\u5c71\u5927\u5b78\u7b49\uff0c\u5145\u4efd\u4fc3\u9032\u5404\u5730\u5b78\u8853\u4ea4\u6d41\u3002&nbsp;<\/p><p>\t\u70ba\u4e86\u8b93\u5e02\u6c11\u6709\u6a5f\u6703\u8207\u9019\u4f4d\u512a\u79c0\u5b78\u8005\u4ea4\u6d41\uff0c\u4e3b\u8fa6\u6a5f\u69cb\u73fe\u6b63\u6d3e\u767c\u9580\u5238\u4f9b\u516c\u773e\u4eba\u58eb\u514d\u8cbb\u7d22\u53d6\uff0c\u6709\u95dc\u8a73\u60c5\u5982\u4e0b\uff1a&nbsp;<\/p><p>\t<strong><u>\u8b1b\u5ea7\u8a73\u60c5<\/u><\/strong><br
