Banks \u5408\u7740\uff09\uff0c&#39;Capital Income Taxes with Heterogeneous Discount Rates&#39;\uff08\u4e0eJohannes Spinnewijn \u5408\u7740\uff0c<em>American Economic Journal: Economic Policy<\/em>\uff09\uff0c\u300c\u7d2f\u8fdb\u7a0e\u7684\u6848\u4f8b\uff1a\u4ece\u57fa\u672c\u7814\u7a76\u5230\u653f\u7b56\u5efa\u8bae\u300d\uff08\u4e0eEmmanuel Saez \u5408\u7740\uff0c\u300a\u7ecf\u6d4e\u5c55\u671b\u6742\u5fd7\u300b\uff09\u548c\u300c\u5931\u4e1a\u3001\u804c\u4f4d\u7a7a\u7f3a\u53ca\u5de5\u8d44\u7684\u7814\u7a76\u300d\uff08\u5728\u300a\u7f8e\u56fd\u7ecf\u6d4e\u8bc4\u8bba\u300b\u8bfa\u8d1d\u5c14\u6f14\u8bb2\u4e2d\u53d1\u8868\uff09\u3002\u4ed6\u6700\u8fd1\u4ea6\u53d1\u8868\u4e86\u9898\u4e3a\u300a\u4e2d\u56fd\u7684\u9000\u4f11\u91d1\u6539\u9769\uff1a\u95ee\u9898\uff0c\u65b9\u6848\u548c\u5efa\u8bae\u300b\uff08\u4e0e\u5c3c\u53e4\u62c9\u65af\uff0e\u5df4\u5c14\u5408\u7740\uff09\u7684\u62a5\u544a\u3002\u6234\u8499\u5fb7\u6559\u6388\u83b7\u63a8\u9009\u51fa\u4efb\u591a\u4e2a\u5b66\u672f\u7ec4\u7ec7\u7684\u4e3b\u5e2d\uff0c\u5305\u62ec\u7f8e\u56fd\u7ecf\u6d4e\u5b66\u4f1a\u3001\u7ecf\u6d4e\u8ba1\u91cf\u5b66\u4f1a\uff0c\u4ee5\u53ca\u7f8e\u56fd\u56fd\u5bb6\u793e\u4f1a\u4fdd\u9669\u7814\u7a76\u9662\u3002\u4ed6\u4ea6\u662f\u4e09\u4f4d\u83b7\u5f972010\u5e74\u7eaa\u5ff5\u963f\u5c14\u5f17\u96f7\u5fb7\uff0e\u8bfa\u8d1d\u5c14\uff0c\u745e\u5178\u56fd\u5bb6\u94f6\u884c\u7ecf\u6d4e\u5b66\u5956\u5f97\u5956\u8005\u4e4b\u4e00\u3002&nbsp;<\/p><p>\t\u4e2d\u5927\u5c06\u7279\u522b\u5b89\u6392\u8bb2\u5ea7\u4e8e\u672c\u6e2f\u591a\u6240\u5927\u4e13\u9662\u6821\u76f4\u64ad\uff1b\u672c\u6e2f\u4e2d\u5b66\u5e08\u751f\u4ea6\u53ef\u900f\u8fc7\u9999\u6e2f\u6559\u80b2\u57ce\u8fde\u7ed3\u81f3\u8bb2\u5ea7\u7f51\u4e0a\u76f4\u64ad\u9891\u9053\u5373\u65f6\u6536\u770b\u3002\u662f\u6b21\u8bb2\u5ea7\u66f4\u5c06\u4e8e\u5185\u5730\u591a\u6240\u7740\u540d\u5b66\u5e9c\u76f4\u64ad\uff0c\u5982\u590d\u65e6\u5927\u5b66\u3001\u4e0a\u6d77\u4ea4\u901a\u5927\u5b66\u3001\u6d59\u6c5f\u5927\u5b66\u3001\u5357\u4eac\u5927\u5b66\u53ca\u4e2d\u5c71\u5927\u5b66\u7b49\uff0c\u5145\u4efd\u4fc3\u8fdb\u5404\u5730\u5b66\u672f\u4ea4\u6d41\u3002&nbsp;<\/p><p>\t\u4e3a\u4e86\u8ba9\u5e02\u6c11\u6709\u673a\u4f1a\u4e0e\u8fd9\u4f4d\u4f18\u79c0\u5b66\u8005\u4ea4\u6d41\uff0c\u4e3b\u529e\u673a\u6784\u73b0\u6b63\u6d3e\u53d1\u95e8\u5238\u4f9b\u516c\u4f17\u4eba\u58eb\u514d\u8d39\u7d22\u53d6\uff0c\u6709\u5173\u8be6\u60c5\u5982\u4e0b\uff1a&nbsp;<\/p><p>\t<strong><u>\u8bb2\u5ea7\u8be6\u60c5<\/u><\/strong><br
