{"id":130445,"date":"2022-08-10T11:01:54","date_gmt":"2022-08-10T03:01:54","guid":{"rendered":"https:\/\/www.cpr.cuhk.edu.hk\/?post_type=press&#038;p=130445"},"modified":"2022-08-10T11:01:54","modified_gmt":"2022-08-10T03:01:54","slug":"cuhk-makes-submission-to-2022-policy-address-via-public-consultation","status":"publish","type":"press","link":"https:\/\/www.cpr.cuhk.edu.hk\/en\/press\/cuhk-makes-submission-to-2022-policy-address-via-public-consultation\/","title":{"rendered":"CUHK makes submission to 2022 Policy Address via public consultation"},"content":{"rendered":"","protected":false},"featured_media":0,"template":"","tags":[],"class_list":["post-130445","press","type-press","status-publish","hentry"],"acf":{"title_alt":"","sub_title_alt":"","press_date":"20220810","keep":false,"details":"<p>The Chinese University of Hong Kong (CUHK) today made a formal submission as part of the public consultation process ahead of the Chief Executive of the Hong Kong Special Administrative Region\u2019s (HKSAR) Inaugural Policy Address scheduled to be delivered on 19 October 2022.<\/p>\r\n<p>CUHK\u2019s submission outlines a range of proposals for how Hong Kong\u2019s higher education system can further support the development of One Country Two Systems and further integration with national development. Major recommendations include:<\/p>\r\n<p><strong>(1)Boosting research and innovation capacity for the knowledge economy<\/strong> \u2013 by investing in research infrastructure in high-value areas such as quantum computing and remote sensing; research and development in areas linked to the 17 United Nations Sustainable Development Goals; setting targets and increasing public research and development investment to a minimum of 1.5% of GDP; scaling up Hong Kong\u2019s Global STEM Professorship Scheme; attracting mainland research institutions to set up in the Northern Metropolis<\/p>\r\n<p><strong>(2)Powering skills and knowledge for tomorrow\u2019s prosperity<\/strong> \u2013 by scaling up programmes to connect undergraduates with industry; building more service learning programmes so young people develop a sense of social responsibility; boost availability of postgraduate degree places so more young people can climb the skills chain; incentivise philanthropic investments in universities which aim to harness university research and education for wider public benefit<\/p>\r\n<p><strong>(3)Building Hong Kong\u2019s global reputation through international education and attracting international talent<\/strong> \u2013 by investing in scholarships and financial aid to promote Hong Kong\u2019s universities in Belt &amp; Road countries; engage and incentivise local businesses to sponsor student tuition fees; establish an elite global scholarship scheme to attract the best and brightest students to Hong Kong; benchmark immigration policies with major international education destinations to fill local talent shortages; launch landmark science and education global leaders forum to put Hong Kong back on the global map; consider a new Greater Bay Area \u201c2+2\u201d degree programme for students to experience the Guangdong \u2013 Hong Kong \u2013 Macao Greater Bay Area<\/p>\r\n<p>CUHK Vice-Chancellor and President Professor Rocky S. Tuan said, \u201cHong Kong\u2019s development will only thrive when young people achieve well-rounded development. The education and research we provide is essential in providing Hong Kong and the nation with the skills needed to transform economies, create wealth, and supply the talent for industrial transformation.
