Survey Findings on the HKSAR Government’s Popularity in November 2013Released by Hong Kong Institute of Asia-Pacific Studies at CUHK

A telephone survey was conducted from 16 to 20 November 2013 by Hong Kong Institute of Asia-Pacific Studies, The Chinese University of Hong Kong to study the popularity of the HKSAR Government for the month of November 2013.  802 respondents aged 18 or above were successfully interviewed, with a response rate of 45.9%.  The sampling error is + or –   3.46% at a confidence level of 95%. 

Major findings are summarized as follows: 

Satisfaction with the HKSAR Government.  According to the survey of November 2013, while 50.5% of respondents expressed dissatisfaction with the HKSAR Government, 13.2% said they were satisfied.  35.2% of 802 respondents answered ‘in-between’.  The corresponding figures in October 2013 were 49.2%, 13.5%, and 36.8%.

Rating of Chief Executive Leung Chun-ying.  The current survey showed that the performance rating of Chief Executive (with a point scale ranging from 0 to 100 while 50 as a passing mark) stood at 40.4 in average and it was 41.7 last month. 

Ratings of Three Secretaries.  The ratings of Chief Secretary for Administration (Carrie Lam), Financial Secretary (John Tsang), and Secretary for Justice (Rimsky Yuen) in November 2013 were 56.8, 53.7, and 48.7 respectively.  The corresponding figures in October 2013 were 58.3, 54.6, and 49.2. 

Overall Rating of Leung Chun-ying’s Governing Team (including politically-appointed officials). The overall rating of Leung Chun-ying’s governing team was 42.3 in November 2013.  The rating in October 2013 was 42.1. 

Trust in the HKSAR and the Central Governments.  17.5% of respondents showed trust in the HKSAR government and 43.8% expressed distrust.  38.0% answered ‘in-between’.  The results of October 2013 were 18.6%, 43.7%, and 36.4% respectively.  Concerning the level of trust in the Central Government, while 37.8% said they did not trust the Central Government, 19.9% answered the opposite.  38.9% said ‘in-between’.  The corresponding figures in the previous month were 36.3%, 19.1%, and 41.3% respectively.
