The School of Governance and Policy Science (SGPS) at The Chinese University of Hong Kong (CUHK) has forged a strategic partnership with Aviation Security Company Limited (AVSECO) to advance AI-driven public service delivery, digital governance, and talent development. Formalised through the signing of a Memorandum of Understanding (MoU) alongside the co-hosted public forum “Leveraging AI for Public Service Delivery” today (28 September), this landmark initiative bridges academic policy research with frontline aviation security operations to nurture future leaders and modernise public administration while safeguarding public trust, accountability, and operational safety.

Driving real-world impact through applied policy research

Under the strategic agreement, both parties are committed to collaboration on applied research, knowledge exchange and student development. Leveraging their combined expertise in governance, public policy, aviation security, and technological innovation, the partnership aims to promote digital literacy, nurture future public service leaders, optimise service delivery and foster the digital transformation of public administration.

The joint public forum brought together representatives from government, industry and academia to explore how AI can reshape public service delivery and governance while addressing the challenges of digital transformation. Discussions emphasised the use of technology to serve the public and collaboration to build trust.

Professor Lam Wai-Fung, Danny, Director of SGPS, said: “AI is fundamentally reshaping how public institutions organise, deliver and evaluate public services. This forum and our partnership with AVSECO reflect SGPS’s commitment to connecting rigorous policy research with real-world public service practice. By combining academic insight with frontline operational experience, we aim to ensure that technological innovation advances the public interest and strengthens societal trust.”

Mr Jacob Cheung, Executive Director of AVSECO, said: “AVSECO is pleased to partner with CUHK’s School of Governance and Policy Science. By combining our operational experience with CUHK’s academic insight, we aim to explore how AI can enhance public service delivery while upholding the highest standards of safety, security, accountability and professional excellence.”

Through this partnership, SGPS and AVSECO will combine their respective strengths in governance, public policy, aviation security and technological innovation to deliver workable, evidence-based solutions for digital-era challenges in public administration.
