CUHK appoints Mr Albert Chow Hing-pong as Vice-President (Administration)
The Council of The Chinese University of Hong Kong (CUHK) has approved the appointment of Mr Albert Chow Hing-pong as Vice-President (Administration) for a term of three years, to start within the first half of 2026.
Vice-President (Administration) is one of the University’s principal administrative officers appointed by the University Council and is accountable to the Council through the Vice-Chancellor and President. The role is responsible for administering the University’s infrastructure development in line with the strategic vision set by the Council. As a key member of the University’s senior management team, the appointee will maintain strategic oversight of the University’s administrative resources and operations to ensure the effective delivery of services in support of academic, teaching and research activities.
Mr Chow said: “I am deeply honoured to be appointed as Vice-President (Administration) of CUHK, an internationally renowned institution of excellence. I look forward to leveraging my experience in public administration to serve the University with passion. I will work closely and in collaboration with colleagues and stakeholders to drive continuous quality enhancement to the administrative processes and services provided. An integration of the administrative functions with academic, teaching and research activities is highly favourable. This will support the University’s teaching and research mission, as well as the implementation of the CUHK Strategic Plan 2026–2030, fostering an outstanding environment for our students, staff and the entire University community.”
Mr Chow is a seasoned academic and professional administrator. He is a member of the Hong Kong Institute of Directors and the Chartered Management Institute, and a Founder Member of the Chartered Management Institute Hong Kong Branch. Mr Chow began his career as an accounting academic before spending 30 years in organisational management in public institutions. He progressed through various roles in quality assurance, management and governance administration, and currently serves as Executive Director of The Hong Kong Council for Accreditation of Academic and Vocational Qualifications.
Throughout his years at the senior management level in public organisations, he has pioneered major programme developments, driven digital transformation across client and work platforms, and led cultural change in organisational administration. By taking part in development and advisory public committees, he has built extensive connections with related government bureaux, local and regional educational establishments, and professional groups. His professional training, external engagement and extensive top-level management experience are valuable assets for the role of Vice-President (Administration), which oversees major administrative and professional units.
The Search Committee for the Appointment of the Vice-President (Administration) established by the Council of the University launched an open recruitment on 29 August 2025. It recommended Mr Chow after an extensive search process.
