Biography of Speaker:

Professor Liu Mingkang is a renowned financial expert and founding chairman of the China Banking Regulatory Commission.  He is currently Honorary Professor of the Faculty of Business Administration, and BCT Distinguished Research Fellow of the Institute of Global Economics and Finance at The Chinese University of Hong Kong.  He also serves as an Honorary Dean of the Lingnan College at Sun Yat-sen University, and Senior Fellow of the Hong Kong Institute of Bankers.  Professor Liu is a problem-solving expert on the Chinese banking system, and was appointed to key positions in many banks and government departments.  In 2003, Professor Liu was appointed as the first chairman of the China Banking Regulatory Commission, to regulate China’s troubled banking industry.  Pushing forward a comprehensive reform of the state-owned banking sector, he managed to improve the provision coverage ratio, strike a balance between innovation and regulation, significantly reduce the proportion of non-performing loans, and build a stronger regulatory system.  He was honoured with a Risk Manager of the Year Award by the Global Association of Risk Professionals, and a Lifetime Achievement Award by The Asian Banker magazine.  In recognition of his significant contributions to the banking industry and higher education, CUHK awarded an honorary degree of Doctor of Social Science to Professor Liu in December 2015.

Synopsis of Lecture:

Throughout the past decade and despite the global financial crisis, Chinese economic growth has remained robust. Meanwhile, as has been noted by President Xi Jinping, the country’s economy is entering an era of the “new normal” though this process of transformation is not without significant challenges.

In the light of this, Professor Liu Mingkang will discuss various perspectives on the “One Belt, One Road” strategic initiative, as well as the policy opportunities available to China in the immediate future.
