Goran Dominioni is an Assistant Professor in Law at the School of Law and Government of Dublin City University and a Visiting Professor at the World Maritime University. His research on shipping decarbonization has been funded by the World Bank, the United Nations Foundation, and Irish Aid, and has been cited in the Financial Times, the Guardian, and France24. Goran has received research awards from various institutions, including Yale Law School, the MIT Climate CoLab, and the World Bank. He earned an LLM from Yale Law School and a PhD from Erasmus University Rotterdam.

In April 2025, the IMO approved draft amendments to MARPOL Annex VI to introduce the IMO Net-Zero Framework. If adopted, it will serve as the main policy to drive global emission reductions in international shipping. In the meantime, alternative proposals for decarbonizing the shipping sector have emerged at the IMO, and the EU and other actors have advanced work on regional and national shipping decarbonization policies. This presentation will discuss the potential risks posed by a fragmented regulatory landscape as well as options to address these risks.
