香港已告別紛爭不已和不平常的2015年。政制方面，爭論不休的2017政改方案在立法會上被否決，經濟方面，結構轉型的步伐舉步維艱，旅遊與零售業更在這一年遇上不景氣，高不可攀的樓價和店舖租金正在調整中。在新的一年，香港最大的經濟挑戰來自環球（包括中國在內）的變化。美國因經濟持續復甦，實行多年的「量化寬鬆」政策勢必終結，然而利率的上升及其波動幅度則甚難預測。此外，內地經濟正在面對下行壓力。另一方面，重要的國家十三五規劃亦已出台，新的五年經濟規劃以創新和改革作為主軸，實現從中高速度的增長邁向中端水平，以期在規劃期內全面達致小康社會的各項目標。新的一年可說是充滿變數和懸念的一年，香港將如何因應外部不斷變化的宏觀經濟環境中走出一條可行的道路？政府如何在體系內的各個環節進行有效的部署？在內部的治理上應如何尋求突破？論壇主辦單位邀請到四名本港知名專家學者對有關問題進行深入的探討和剖析。
